a group of tourists from tijuana returning from big bear lake. >>> some california cities are battling the state over medical marijuana and for the first time the state supreme court is getting involved. the court will hear arguments today on whether local governments can ban medical marijuana pot clubs even though it's legal at the state level. wjz is live at city police headquarters. mike hellgren stays on this investigative story for us. >> reporter: and police released the name of that instructor, william scott kern. they released it a little more than an hour ago. he has worked for the department for almost two decades. the fraternal order of police has praised his work. the state's attorney says he is closely monitoring the investigation under way. >> reporter: wjz is getting answers to some of the many questions surrounding the shooting of an officer during training at the state-owned rosewood hospital site in baltimore county. sources tell wjz, at the time, more than 1 dozen officers were undergoing training there by two baltimore city police instructors. those sources revealed, after lunch, one instructor decided to resume training before the other returned. wjz has learned that violates police policy. instructors are supposed to check for service weapons before training. as we first reported, sources say it was after the lunch break when someone present confused his servic

to the city council about a crime spike in the neighborhood. he says his house had been burglarized several times. police report showed three home break ins on this 2700 block on holly street in the last two years. the suspect took large amounts of cash, collectible coins and jewelry. and now investigators do believe there may have been another burglary at this home yesterday. shortly before 7:00 when an adult resident came home and found the 94-year-old man dead alone in the house. he had upper body trauma but did not elaborate on what that means. >> we're still investigating the facts surrounding the death but do feel it appears to be somewhat suspicious. >> i'm out here walking my dog, i had no idea. that's scary. >> sources tell fox 5 the person who found the man was a son or stepson. do not have information on a possible suspect. they are calling it a death investigation. i'm sure we'll get more details on that as the information unfolds. the homicides are very rare here in the city of alexandria. certainly this news is unsettling to many of the neighbors in this community. going bac t

intervention into education and focus on letting the states, the counties, the cities, the local school sites handle the education issues. what we're doing with federal intervention is not working. >> what's your thought? >> well, you know, certainly some of the things the federal government has done over the years haven't been all that successful. and the white house and many democrats in congress are trying to bring about a new approach. and part of what the president talked about in the state of the union is anew approach. but there are some things the federal government is better off doing than others. one of the things, frankly, i think would be a great role for the federal government in education is to help provide some of the resources for infrastructure, for building new schools. it doesn't get the federal government involved in curriculum, but rather in helping with deferred maintenance and helping to build these facilities. that doesn't interfere with that state federal role. but there is an important obligation here to try to help, particularly in those states that are really strug

, oklahoma and we're already seeing that heavy snow coming down. one city in particular, amarillo, texas, could see up to 20 inches of snow. wind gusts record the at over 40 miles an hour. so whiteout conditions are a concern. blizzard conditions across the area and winter storm warnings from eastern colorado all the way up into sections of northwestern illinois. a very widespread area that will see significant snowfall of six inches. in chicago we're expecting at least six inches as we head into tuesday. the center of the storm across portions of oklahoma and texas. we'll move north and east and impact you in chicago as we head later today on tuesday. on the southern end of the storm system we have the possibility of severe weather. some thunderstorms out here across new orleans, jackson, mississippi, southern panhandle and georgia and alabama could look at isolated tornados, damaging wind gusts and isolated hail from some of the storms. be careful if you live out in the area. we're seeing a possibility of severe weather. heavy rain expected across portions of georgia where we have the
